Hi, I don't know if it is factory setting but when rain starts, i have to put lever up for wipers and only then they are working automatically. Question is , why wipers doesn't work when lever isn't pushed up ( neutral position)?

Well the bottom position is the 'OFF' position. Does this help?

Yeah it is, but at my uncle's car SEAT ibiza fr 2016 it does wipe when its even off !?

Well I can tell you that on my Superb the settings are OFF,AUTO,ON,FAST.

 

Not sure about the Seat but yours sounds like it is working correctly

Yup, that's normal and the same on basically every VAG auto.

There are times when you simply do not want the wipers on. Drive through car wash, for example.

Or often times in snow, the wipers make it worse. So.. "Off" is certainly a needed thing.
I find that in auto, they often have a mind of their own though and sometimes decide wiping at mega speed is needed for a bit is mist.
