My 2005 1.9 PD elegance had the foam sound deadening jacket that fits around the engine block when I bought it. 

 

Were they standard fit on an Octavia?

 

I remember fitting the same on my old Fabia and that was a SEAT part.

 

Mine is totally disintegrated and I can't see a part number anywhere on it to replace it.

Same predicament as you mine falling apart foam all over the place. Car has done 228k though.
