I have the odd few spot on my xtremes as well. I would think Skoda will claim stone damage which has allowed water to get under the lacquer.  I personally think that where the lacquer meets the Dimond cut edge the problem starts there.  Good luck for a warranty claim and don't let the dealer just say " It's stone damage, not covered " the photo's you have taken need to be seen by Skoda UK.  They decide what is a claim and what is not a claim not the dealers.

The supplying dealer pre-sale wheel company have agreed to refund me money and I’ll getvthem done

Had this on my yeti wheels, started to get quite bad after a couple of years even though the bodywork was emaculate with no stone chips and even the chap at the dealership reception when checking the car in for a service suggested I should mention it,but I new it would be an uphill battle with Skoda as I had previously tried to get the centercaps replaced because of whiteworm and they refused so it was less hassle to use eBay but I didn’t buy another Skoda partly because of this but mostly because of dieselgate.

What type of wheel cleaner are you using? Are you applying a wax or sealant afterwards?

Luckily after nearly 4 years my extremes are still reasonably ok. I did get the diamond cut wheels on my wife's Renault Twingo replaced after 3 years (5k miles). Insisted on replacements as was told you can only repair once and as it wasn't my fault didn't want to be in that position. I've also been told by a repairer that these issues occur because a lacquer hadn't been developed properly to stick to bear aluminum....who knows if true but makes sense. All diamond cut wheels appear to corrode after 2-3 years.
