Can anyone tell me if the fitting points for the Up! wheelarch liners are present on  the Citigo?

Yes they are,fitted mine recently,they're covered with a sticker & coated with the underseal.

 

Best to offer the liner up & mark the holes then use a small flat bladed screwdriver to find them,once you've found the first one it gets easier,i was surprised how much pressure was needed on a bit of sealer & a sticker but the the 2 in the upper arch which i expected to be difficult to find were the easiest apart from the faceful of dirt.
