My fabia 1.9SDI needs new engine, is the same of the Octavia?

It's nonsense and won't make any difference, just use whatever is cheapest.

If you want to know if it's the piston rings you need to compression test all four cylinders.

a guy ow appear with a Octavia 1.9TDI  he insist is the same engine, just put my injection pump, remove the turbo and thats it...

 

wait a minute, the turbo has a lower compression, if i uninstall the turbo of that engine, it will be a weaker engine than the regular SDI, am i wrong?

No, you're right, the TDI engine is fundamentally different, the guys a moron.

@Kharl - What sepulchrave said!! (irrespective of which of the 4 states of TDi tune "the guy" has; they're all different from the SDi).

it is not the one in this country who insist to install a TDI without the turbo just because that is the most common engine of those cars here in this country.
