They cannot cancel an offence regardless of whether one was committed or not, they can cancel an NIP.

 

"obvious inconvenience" infers that you have contacted them on this matter, if not then that is once again bad wording.

I wouldn't write back to them about it, but I share your frustration at the hopeless standard of written English by institutions who really need to be able to state the facts of a matter precisely and unambiguously.

Not just written but also spoken English on phone calls, media, etc. - to me it seems we are becoming the 51st state of the United States of America when it comes to language and culture.

I think the problem is that a significant number of people in the UK only have a very basic grasp on English, and so the language has to be simplified to accommodate them.

The trouble is, it's been over-simplified to the point of ambiguity at best, and downright wrong at worst.

The police should not be making basic mistakes like that, but sadly to reflect the new diverse society the UK has been transformed into, the police has to reflect the general population so everyone feels "represented".

I am grateful at least that they didn't attempt to "reach out" to me.

I had a similar experience a few years ago, when I was able to prove, with the help of evidence from the Met Office and Ordnance Survey, that the ‘cash machine - for Police use only’ (aka safety/speed camera) was showing the wrong time.  Unlike this example, the Authority didn’t write to acknowledge the wrong calibration, or cancel the NIP, they just let it die.  Presumably so that unlike the OP, I couldn’t go public…

 

That I may have been speeding was irrelevant: the fact that I wasn’t speeding at the time they said was very relevant though.  Rather like for the OP, they hadn’t got all the factors correct.

I'd be taking a photo of the 'Not in use' cameras if it were me.

you dont think they would take that into account.... if the cameras are well before and well after the roadworks it doesnt take a genius to add up the time in both 70 zones doing 70 and the time in the 50 zone doing 50 to give the minimum amount of time it would take between point A and point B. Any time between the cameras that is lower than that is speeding in any or all of the sections, pretty simple

Nope.  I'm afraid my cynical old mind wouldn't take that for granted.  That we latterly found out the 'integrity' of their evidence was 'incomplete' reaffirms my view.

 

Gammyleg was issued an NIP for having allegedly been doing 58mph in a measured 50mph zone.  Whether he was speeding, or not, elsewhere is irrelevant (IMO) to the NIP, but could be a factor if the evidentiary photos (and without other evidence) are not from the measured area.
