Leaking washer reservoir

I've been thinking for a while that the canwasher reservoir must be very small as it's all used up after a few days.  But as I was under the car sealing up the exhaust I found that there was a water leak under the front nearside wheel arch.  Seems likely to be the washer reservoir. 

 

can this be accessed from the wheel arch (or at least can the unions and pipes be inspected)?  or do I need to take the bumper off?

Yes it can be accessed from the wheelarch as I did that on ours years ago.  In our case though it wasn't the bottle that was leaking but the diverter valve on the pump that directs water to the front or rear screen depending on which way the pump spins.
