When I put the key in the ignition but before I start the car up I hear a faint crackling noise - pretty definitely electrical, it keeps going but is so faint once the car is started it's not audible.

 

Anyone got any idea what this is, and if it's a problem - or early warning sign of  a problem?

It sounds as though something may be arcing slightly which can develop into a fire very easily.  Strongly recommend you either investigate yourself or get it checked.

We lost a Peugeot 406 to a silent short behind the dash.

Yeech thanks Mike. Planning to trade in the car anyway due to other issues but this makes it even more urgent.
