PPD170 BMN Soft limiter?

How are things lads, i've a PPD170 BMN MK2, she's been freshly mapped, dpf off, egr, swirl flaps, power, limiter. She previously had a file on her i wasn't happy with. Car has a 3K soft limiter at idle but not rolling, i was thinking it was the map but flashing it and remapping it didn't get rid of it, i don't think these came with soft limiters and the previous owner said it didn't do it when he first got it but apparently he was messing around with it/ he also got it mapped but it shouldnt be that as it was flashed..? Is there some sort of ecu protection setting or something? I'm genuinely stumped.
DPF is gutted and mapped out
TCS off doesn't affect it

As standard, all models come with a software rev limiter when the car is stationary. Somewhere around 3000 rpm.

My 12 plate 1.6tdi has it. Thought I had done something major when I serviced it as it wouldnt go over 2800rpm. Fine when driving. Not sure why it has it though.

It's to prevent possible damage to engine by overrevving in neutral gear.
