you can do this in unix as well in the nic's driver section.. will mean a kernal rebuild and a reboot though....

I've got a Netlink (EDIT: Netgear) EN104TP hub you can have for nothing (not needed any more). Switch one port to "uplink", plug it into a 10/100 auto hub and you will have three 10Mb/s ports (fixed speed) available for "throttling" tests.

I can bring it along to the meet next week if you want it.
