The A/C filter is as Paul says the pollen filter. Located underneath scuttle panel, passenger side (in UK spec RS, can't ofcourse claim that it goes for all cars ;)).

You can see the pollen filter in this picture.

The yellow rectangle shows the position of the ECU; to the right is the TCM (Transmission Control Module - automatic transmission), and the pollen filter is to the right of that. This is a RH drive car - the positions are probably reversed on a LHD one.

that black scuttle panel , how it can be removed!!! any hiden screws

No need to remove it to replace the filter. Just lift it up and unclip the filter. Ideally a 2 man job with someone lifting the panel up a bit as it is a very tight squeeze. But it can be done. Some pictures can be found here: http://www.briskoda.net/forums/showthread.php?t=3066

The panel is not held on by any screws,

remove the rubber that runs across from left to right, VERY gently ease panel away from the windscreen by lifting the flexible rubber edge and prising out. be very very careful as it is possible to crack the screen.
