It raises an interesting question of ‘when is a car, not a car?’ If the back end is clamped and on the pavement but the front end with the VIN and Engine numbers is on his property, who is responsible for the back bit. I guess he is as he left it there, but is it still a car, or is it a obstacle? Similar to it being illegal to ride or push a bike over a Zebra Crossing, but it being perfectly legal to carry it as it becomes a parcel or piece of luggage.
