Rear shoe/handbrake adjustment - handbrake cables need to be evenly adjusted?

Have replaced master cylinder, servo, rear backplates, cylinders and shoes. Have bled the brakes but pedal still feels a little spongy I think (but I couldn't get any more air bubbles out) - it could be ok and I'm worrying about nothing though. Did it with eezibleed and pressing the pedal at the same time.

I slackened the handbrake cable off fully and adjusted the shoes out until the drum only just went back on. Have firmly applied the handbrake a number of times and applied the brake pedal without the engine on. On coming back to the handbrake I have found the cables need to be adjusted very unequally to apply even handbrake pressure to the rear wheels. Should I take this as a sign to slacken the handbrake cable off fully again both sides and take the drum off again on the one that needs the cable tightened most and adjust the shoes out more?

I realise the mechanism is supposed to auto adjust but I believe the norm is they tend not to work well so decided to go for the manual option.

when i did my rear brakes i found that even handbrake pressure was only applied if the tenstioner was set to an almost 45 degree to the right.

in the detailed mot report after the rear handbrakes were within 2% of each other
