I'd always thought that the minimum requirement was for a single interior rear view mirror, but, if you loaded the car up and covered "your rear view" from that mirror, then you would have become illegal - that is where the possible need for externally mounted rear view mirrors, under the law, comes into play, so to avoid that ever happening, you would normally need externally mounted rear view mirrors.
