Full size spare, speed limited?

Hi all, I have had my vRS for about two months now, very pleased with it. Anyway, I had a flat this morning and put the spare wheel onto the car. It is a proper full size spare, albeit in steel, not an alloy. It has a yellow sticker on it with a restricted speed of just 80KMH. Surely this is incorrect?

Its probably EU legislation to cover their proverbial asses. ;) Andy here has been happily running on the spare, with normal driving (that I know of :D) for 2 months+ Hopefully he's back with 4 alloys now...? :)
