"Back Off I'm Sticking to the Speed Limit"

They seem to only appear at 60mph on the overtaking lane, or doing 20mph on a open (heading out of town) 30mph road.

Mostly. Certainly, you can guarantee that following one for 10 miles will prove that the driver has no idea what the ruling speed limit is in the absense of a sign that says "$natural mph", and/or is going to exceed it (normally only in 20 or 30mph limits).
