That looks like a California Bay - although I don't think the climate is warm/dry enough for those over here.

They're known as 'burls' and are usually the reaction of the tree to some insult or intrusion into the bark layer. The complex growth patterning - "figuring" - within burls makes them highly attractive to woodworkers.
