Now I've managed to get hold of some 16" steels, I'm wondering about the bolts. Are they different from the bolts for the Spiders? If so, does anyone have a part number please?

No, Skoda use the same bolts for their alloys & steels.

Mine came with 4x alloys and a steel spare. As long as the bolt lands on the rims are the same, the same bolts do for both.

Thought they had to be 17" to clear the calipers?

So did mine, but now I have 5 L&K alloys for summer use

No it's 16" hence the high price of 16" steelies. I run 16" GTI alloys in winter so I know for sure lol
