Can somebody point to a link on Navigation.com or anywhere else that sells the official V11 map DVD?

 

Because, for the life of me, there seems to be none for VW or Skoda anywhere.

If you go to the dealers and ask they'll sell you one. But V11 is out of date now, you should be looking for V12.
