piece of rubber in oil filter bracket

I have a skoda octavia, 1.6ltr. petrol engine, BGU type. Recently, I noticed that my oil level drops quickly and found the problem is a broken crankcase breather pipe. I changed the crankcase breather pipe (Item no. 06A103217A, No 19 in the attached figure). However, when I removed the old pipe from the oil filter bracket (Item no.06A115405BP, No. 1 in the attached figure), I drop a small piece (about 1.5 cm  by 1 cm) of rubber from the old pipe into the oil filter bracket  . I cannot get it out. I have following questions to ask:

1. Do you think it is serious? Which action should I take now?

2. Is it normal that breather pipe has engine oil go through? 

3. Where does this small piece of rubber go at the end? In the oil sump? I attached a picture of the oil filter bracket, it is likely drop to the most right valley (near the watermark of 15-15).
