Maybe not in all of the 4 Countries in the UK or Local Authorities, in Scotland Dealers in Second Hand Goods & Second Hand cars are Licensed by the Local Council,

just like Taxi Drivers etc.

You make an Application, your Application is Considered by a Council Committee, the Police can Object etc.

It can be Rejected and you do not get a Licence.

 

If that is not the System in England, then sorry for my misinformation.

Anyone that claims that "end float on the turbo would be obvious during a test drive" is talking through an oriface not norally used for that purpose!
