I would replace the sensor...........................my headlight did not flicker, but the steering was going stiff..................new sensor from dealers has metal cover OEM has black plastic....can been seen from drivers side wheel arch............

If the pump has failed would the power steering light not be on?

 

If the steering is just not working (due to battery disconnect or pump shut off due to low power) you get an orange light. Anything seriously wrong the light turns red.

Phil is right, any failure in the pump electronics will throw the dash light, however if the sensor is misbehaving the control unit doesn't know it's being lied to and no fault is thrown, remember the steering pump only cuts in when it detects steering column movement, otherwise the pump would run all the time, even when you're sat in traffic or driving on a straight bit of road. I feel sure it's the sensor but a you REALLY need a VCDS scan to tell for sure, VCDS lite is free remember and a lead from ebay costs peanuts.
