Is this the "Self Tapper" fix for the boost pipes. *Images*

Afternoon all. Just a quick one. So I thought I may of had a boost leak with the "common" boost hose issues. I went and had a look from the top of the engine bay and come across these screw in the top of the pipe going to Inter-cooler. This was done by a previous owner I assume. Attached a couple of pics what do people think looks like the self tapping fix? Also a bit of oily residue as can been seen in pic.....indicates there is still a boost leak? 

 

Any info or guidance would be ideal. Im no the most mechanically minded just going from the mountain Iv threads iv read through since owning the motor!

Yes self-tappers, no boost leak.
