I have the same, although not having tried GE nighthawk, can't compare. They are certainly better than the standard ones.

Not used the GE Nighthawk either.

Cobalt II gets my vote.

Should be a H7 on the FL Octavia for dipped/low beams.

 

As for bulbs, the Osram Nightbreakers and Philips x-tremevision are both well regarded. I expect most quality H7's should be pretty similar :)

For high beams, probably the same but in a H1 format.

 

Due to the miles I do, I found that I was getting 3-6 months from performance bulbs so instead used Phillips long life ecovisions H7. There wasn't much difference in output to my eyes but we're still going over a year later when I did a factory xenon conversion.

 

Personally, I find keeping your headlights clean, well adjusted and in good condition is key to good output. At least when used with any half decent branded bulb.

I've been using these too and very impressed as they gave a better light than the xenon's in the VRS. 

Only downside with any of these brighter bulbs will be shorter life but I think it is still a good trade off for better visiability. 

I used to run a Philips Xtreme Vision ( not the Xtreme Vision+ ) for a couple of years on my Skoda Octavia Mk2. The light output was considerably better than the OEM halogen bulbs, both in normal and rainy conditions. The low beam uses an H7 bulb and the high-beam uses an H1 bulb. The only downside as told by others is the short lifespan - my passenger side low beam gave away after exactly 1 year of use. I'm assuming the Philips Xtreme Vision+ or the Osram Nightbreaker unlimited would have a shorter lifespan.
