It could be anything - you need to start with the basis

1) check the bulb and led light - it might be coincidence and they have failed together

2) check the security of connectors on each component

3) has the BCM been coded recently?

4) check wiring between BCM and indicators

The list goes on........

Check the fuses, some maybe refer to your problem...

Not sure if any fault scanning can also help..

I Checked the fuses, can't really find which one is for the headlight. Scanning didn't help at all, no faults found.

What did you scan with? If any bulb isn't working then I'd expect at least a bulb out warning shown in VCDS.

With Delphi and another one named "Autel"

I have the Delphi tool and it's pretty good with VAG

It can do coding and adaptation channel changes just like VCDS and obdeleven.

providing you carried out a full global scan and it's not a Chinese fake copy, it would have picked up a fault if 1 was stored.
