Does removing the Cat improve the performance? and has anyone failed their MOT by removing it?

No it doesn't increase performance, and failing the MOT is unlikely as it doesn't really affect particulates, only NOx emissions, however if the MOT tester is savvy he may spot that it's been removed and fail it on the basis that it's missing.

No point removing it until your pushing 230+bhp. 

 

Mine never failed its MOT.
