Isn't it hypocritical that the USA complain about such "secret weapons" ?

The CIA worked feverishly since the 60's on mind attack programs (MKUltra is the best known but not the only one). They used human subjects that sometimes didn't give their agreement to sustain such Guinea pig experiments. People ended in mental institutions or in hospital with severe bleeding.

If something is certain, it is the embassy personnel living surrounded by the hate of the Cubans that for good reasons feel the USA as an insidious attacker. Otherwise the USA has complex means to scan for any kind of sonic, radio, microwave or whatever signals. They found nothing. Blame it on Russians. It is easier.
