No - you were right about the HP increase of extra 7-10 bhp. You get the 8 ft lbs of torque as well.  

 

From the ADAC german automobile club site (actually, I think I only found this because of a post you made about ADAC some time ago on a thread about the fix?): 

 

"The engine power of the 1.6 TDI  changes, the power curve now rises slightly earlier and overall higher than before - the four-cylinder has 6 kW more maximum power than before  the update. The torque curve increases earlier after the update and shows an overall higher level; up to 10 Nm more are available. Over a wide speed range, a high torque is available, which promotes  driving  in the most efficient gear overall and assisted in saving fuel."
