I am looking to buy either a Leon FR or a mk3 Octavia. I prefer the interior of the Octavia but it doesn’t have paddle shift. Can it be retrofitted?

You may have to wait until the new model becomes available. The new one may have it as an option. 

If you have a car with multi function wheel then yes the paddle shift wheel can be added plug and play, no coding required. Either get a whole wheel or use the buttons and paddle from a DSG wheel.
