Over-revving on start up

My car: 1.6 Felicia - Funline (was a Dutch variant apparently)

 

The problem is that only on warm days (15-25C) the engine, will occasionally after start up from cold, rev to between 2000-3000 RPM. 

It will hold this RPM stable for around 30-60 seconds before slowly bringing the revs back to a more normal 800 RPM. The car operates as normal from then.

I personally think this is a sensor problem but I don't just want to throw parts at it.

 

with that said:

The temperature gauge on dash works as expected and thermostat was changed on a recent coolant refresh last year.

The HT leads and sparks plugs also have been changed to meet general servicing and maintenance, along with disturber cap and rotor. 

 

I hope this is clear and gives some of you Felicia gurus something to go on.

Clean the throttle body and check for vacuum leaks
I suspect it is just sticking and because the moment you crank the car a healthy 20% of the throttle is automatically depressed it may be sticking at that point

What happens if you play with the accelerator pedal during rev-up ?
