Licenseplateholder problem

I visited today a car graveyard because i found a rustfree tailgate and want to replace mine because of all rust it had. I came home then i started to remove licenseplate holders but both bolts broke.

I did´t know what to do so i removed everything and now there is a 2 holes. How should i do now to mount a new holder and new screws? I attached a picture to show what i removed. Those holders or whatever they are called are not there anymore because i removed everything so there is a 2 holes now.

Anyone had same problem?  Thanks and sorry for my bad English.

I just used the plastic number plate bolts you can get in car shops. I just put a rubber washer behind each one to seal it better.

Even easier, just use the double sided sticky foam tape, then you can block the holes to keep the water out.

Modern adhesives means there's no need for 1970's technology.
