Leather steering wheel cleaning

I live in France and have a 2018 Combi 'Drive' with what looks like a leather steering wheel and gear pommel. We get lots of hot weather here and so the 'leather' gets dirty. So, I have two questions :

 

1. Is the 'leather' steering wheel (and 'leather' gear pommel for that matter) genuine leather ?
2. What method is best to clean it ?

I used Autoglym leather cleaner successfully when I got hand cream on my steering wheel. 

Dr Leather wipes. 

This isn't be about cleaning the leather , more about resolving a scuffed leather cover, caught my wheel with a coat zip, it's scuffed it up, ,so that it feels rough to the touch, you can see the teeth marks on the cover.

How best to resolve this, I do have some leather balsam I use to waterproof and feed my leather shoes to restore them , it works to some extant on the shoes, bit the cover is or should be smooth , how do I repair this.

It just niggles me a bit.

I found that scuffing on my wheel faded over time from simply using it. Obviously going to depend on level of scuffing. I imagine it was the polishing from hands. 

I use renapur balsam. Works a treat on leather.
