Delay to Blower fan and aircon cool starting

2012 Skoda Superb 118TSI Ambition

My airconditioner Blower fan recently failed and was replaced with a genuine blower fan by specialist auto airconditioning electrician.

After the fan replacement the fan is taking about 2-5min to start after the car starts.
When car first starts there is a hiss from the aircon system, then 2-5min delay before blower fan starts, then another 1-2min and another hiss when airconditioner/cooling actually starts.

The auto electrician didn't think it was related to what they did (I'm reluctant to take it back to them, as they initially installed an aftermarket fan that didn't actually blow air, and had to remove and replace with the genuine which now blows well)

Any suggestions on what could be causing the fan and cooling start up delay?

Previously the aircon would start up straight away with the car.
