My Octavia estate has 17" wheels.

So did mine, but they were an option on my 2015 model which the previous owner specified.

Think you will find you had a choice when bought new

Possibly but I ordered what I thought was the best buy at the time.   Previously ordered an Vauxhall Astra but had delay with supply. So popped into Skoda and ordered Octavia after seeing showroom. Delivered to me following month after I sorted model ,,colour etc.  Have been very pleased with it and Skoda showroom.

Bought ours secondhand really like it except for hard ride which is why fitting 16" wheels. Just want most comfortable tyres

so whats the verdict, which are the most comfortable tyres?

Anything you like with the correct tyre pressure for the load carried or for your comfort.

Just because a tyre is an XL / Reinforced sidewalls does not mean uncomfortable.  Wrecking tyres on a pothole / road ironworks is uncomfortable on the pocket.

I will shortly be replacing the original Dunlop tyres. As I'm not too happy with these low profile Dunlops.  Would appreciate any advice regarding the Best option for 2019 Octavia estate. Thanks.

Kuhmo and Falken are both great and don't break the bank.

If you can get them, General Altimax Sport are worth it, they are Continental tread pattern.  I used them for 8 years on my last TDI VRS.

15" tyres are more comfortable than 16" tyres...and the Octavia MK3 1.5 petrol has 288x25mm front brake discs according to Jurid on autodoc, so 15" tyres should clear the front brake calipers.

195/65R15 are an even more economical tyre size than 205/55R16.
