When I bought the octavia it never had a spare wheel . If I ordered one would I also need new housing under the boot lid or would a new spare fit the space already there anyway? 

Mine fits directly into the wheel well. There's then a foam insert that contains the jack etc.

Skoda dealers will sell you a complete kit -about £250 including the foam insert and tools.

16" wheel might not fit over the front brakes on the VRS. Not on my petrol one anyway, maybe on the diesel if the brakes are smaller.

Good point, as petrol versions of the Octavia MK3 VRS use the big 340x30mm front brake discs.

 

However, the pre-facelift Octavia MK3 VRS cars (petrol and diesel) use 272x10mm rear brake discs...so 16" wheels will clear the rear brake calipers.

 

To be sure what brakes are fitted it's always best to check the car's build codes.

Full size 17in "winter" alloy ("Crystal" Skoda original accessory for Mk3 Octavia incl vRS) carrying 205/55R17 tyre (that's actually a larger, Scout tyre diameter) fits just fine in the spare wheel well, including additional  ~8mm acoustic insulation lining the spare wheel well and another 10mm insulation on top.

Worth thinking about if you want to have same spare as all other wheels on the car.
