Maybe in the south. I think I have seen more of them as police cars - marked and unmarked.

I have only seen one other near where I live, - Newcastle...

the have marked vRS estates in Barnsley too. got a toot from the police man driving it as he flew past me on the dual carrigeway in my mk1 vRS heading to Wickes

I was told by our local dealer that we have two unmarked Black Fabia vRS's working this area not to mention 7 or so TDi SOCO/Runaround cars.
