I think the big problem is that there is a roundabout on the motorway which probably confuses the situation and leads to people wanting to turn right (irrespective of what they drive) instinctively taking up a position in the right most lane.

With all the driver training the Trafpol had undertaken, he made a very poor decision based on assumption and not based on what was being presented to him and what was developing, imho. I'm not sure the headlamp flashing is relevant as the shape of the road means that you can't see the lorry's wing mirror until the PC has committed himself to the overtake.

The fact that the lorry should not have been in lane 3 is, in my opinion, entirely irrelevant. I've only been on the road 18 months and I know already not to assume that people will stick to the rules... so surely a highly trained, professional police traffic officer should know that too? Especially with a lorry indicating (and not cancelling the indicator after making it in to lane 2) - the police officer could have at least dropped some speed..
