I would suggest the guy is probably a well known scally judging by the bellend that took the video, possibly caused havoc previously when he was arrested at one time or another. The way they had no respect or fear of crowding out the police may have put fewer officers under pressure or in a dangerous situation.

Police didn't seem under any threat to me, although as you rightly point out the people in the area aren't exactly mnding their own business s the numbers may be due to known problems in the area.

As one person comments in the video though, "what happens if someone get's mugged?" - to which I think the response is they get a crime number and don't even get a visit or anything from the police, then later they get a letter from victim support.
