I would guess at either the car park is that full or it is as a result of accidents and people already on the track having to crawl round (or turn round :eek:) and waiting to be given their lap back?

It looks like they are using the extra lane, in that those on track who want to do another lap can go straight through there, and not need to exit and re-enter through the normal route. There is another ticket machine just out of view.
