I had this problem a while back but thought it had gone away. No such luck.

The problem is that the car looses all power and drives like a dog. It takes a ignition cycle to restore things to normality

It used to be that it the turbo was boosting fine - or the the turbo wasn't boosting at all, but it seems on occasions to intermittent within one period of acceleration.

Is it definitely the sticky turbo thing??, or could it be something cheaper?? (please let it be a cheap thing!)

Very likely to be the MAF I would say

MAF does not cause this problem as the sensor input that triggers the limp home mode and overboost code comes from the MAP sensor in the intercooler.

It will 95% be sticking turbo vanes, about one time in 10 I find a N75 valve or hose faulty and have had a couple of faulty MAP's however they don't typically give the same symptom and is pretty easy to spot on a live data scope. The live scope, output test & observation of the control lever coupled with some vac/mittyvac tests diagnose it pretty accurately.
