Skoda octavia 2007 classic 1.4 headlight keep turning on and off when swich is off

i have a Skoda octavia 2007 classic 1.4 and from some time headlight keep turning on and off when switch is turned off and along with the headlights all the dashboard lights turn on as well, when the headlight switch is ON then the lights remain on as normal.  other thing i noticed is sometime when the car is started and not moving and i turn the steering wheel quickly lights turn on and off. this whole problem happens when ignition is on. i tried changing the switch but that did not solved the issue.

 

Please suggest how this can be fixed.
