If I remember correctly - if a vehicle is left unmoved for more than a certain period of continious time , then it is classed as abandoned & can be treated as such by reporting it to the police & council & let them deal with it, following up progress.

I once reported a local Pug Dealer to the DVLA for parking new untaxed Cars on a piece of land opposite the showroom.

 

Within a Week the cars moved never to park there again.
