There's no self test required for a SRS warning lamp, if it's illuminated and indicating a fault - it's a fail, if it doesn't illuminate - it's an advisory.  It's best to get the testing procedure from the official manual here:

http://www.motinfo.gov.uk/htdocs/m4s05000401.htm

and not from a third party out of date source, here:

http://www.motuk.co.uk/manual_540.htm

Compare the differences.

However, your car should fail for a missing SRS component that was fitted as standard.  All UK Fabias had a drivers air bag and if you did attempt to argue that it was the one that didn't get one fitted the number of airbags fitted is encoded in the VIN.

i put a sports steering wheel on it because my steering wheel was all faded and cut ect

the air bag came on and my horn stopped working so tbh i really think its the slip ring thats away because they break really easy and there a comon fault with the fabias and ive got a mk2 as well and theres no airbags in the end of the day your seat belt / airbag can still kill you its a 50/50 dissension

Cheers mate, but i was always told that the warning lamp should illuminte for a few s on switch on and then go out. If it doesn't illuminate, then that indicates that the SRS has been removed or disabled, and if it doesn't go out, or flashes, that indicates an SRS fault. I've taken a link to your gov.uk for future use though.
