I am unaware of any laws that are "world wide". If there are perhaps you could let us know who legislates them. Many countries have similar laws but not all. Excepting certain specific international legislation, which certainly doesn't impact on vehicle con and use regs, laws are made by nation states, applying and enforced within their boundaries.

A notable exception to this is of course those nation states within the European Union, where a significant level of their legislarion is imposed centrally by the Commission (as those of us in the EU project are only too well aware).

They aren't "world wide" unless you take that USA style view that the world ends at your border.  They aren't law down here.  I doubt most SE Asian nations or China give a tinkers either.  I'm not saying it's a bad thing but it isn't universal law either.

I suppose as long as the very base of the wiper is below the bonnet then for someone sliding along the bonnet the wipers shouldn't be a problem.

 

Not knowing any better I thought wipers were set low when parked for aesthetics, aerodynamics and wind noise.

Probably the most dangerous point is the pivot post in the centre which is probably not so exposed as the arms.
