Aircon works on 4 but not on 1, 2 or 3 setting!

Morning all,

 

Be gentle with me as I'm a newbie and have not the first clue about cars!

The air-con in my Octavia will only work on setting 4. It blows out hot or cold air as expected, but the fans don't appear to be blowing at all when on the 1, 2 or 3 speed setting. I can't understand why it would work on 4 but not the rest as assumed it would be an "all or nothing" scenario. Any ideas gratefully received, before I incur god knows how much in taking it to the garage! I am capable of taking simple bits apart, with instructions, but anything too involved and I am stuck!

What was the problem?

At a guess, it would be the fan regulator.

 

Speeds 1,2 & 3 all have inline resistors to slow the fan.  Speed 4 is non-resistor for full speed.  The resistors create heat and burn out.
