Paint Clear Coat Repair - bumper lower grill aperture

I can get some photo's later if needed but I think you'll get the general idea from my description of the problem.

My front bumper I think has been resprayed in the past, half the fixings are missing and I have now noticed, when trying to change out a parking sensor last week, the clear coat around the lower central honeycomb grill aperture is peeling at both ends.

Presently, it is confined inside the aperture, has not spread out beyond to the rest of the bumper, and not too noticeable. I assume it has happened due to poor preparation or not properly removing bumper and grilles etc for spraying.

Can I fix this? I was thinking about removing the bumper, removing the lower centre grill, 1200 grit wet and dry to smooth out the flaking lacquer, masking around the aperture,  and then spraying with just clear coat or if the paint looks patchy base coat and then lacquer?

I don't think it will be too noticeable given the problem area is low down on the car and inside the aperture.

Is this repair likely to look ok and last a while? How many coats of base and or lacquer?  Do I need to worry about plastic primer, if I have to use base coat as well given it will be the inner surface of the aperture for the grill?
