Power Steering failure at low speeds

I've got an X reg Soda Fabia, it has a grinding starter motor, and also the power steering fails at low speeds, there is a constant check engine light but the OBD port doesn't work.  When the car starts the power steering is fine, it's only when slowing down or parking. My first guess was a dying battery as the starter motor engages fine, just grinds when disenganing, probably needs lubricating. Lights all work, cranks quickly. Not sure if my car as the electric or engine driven power steering. Haven't looked for leaks, fluid level is fine and right colour. Steering rack is fine, just a little puzzled, not sure if the check engine and power steering and started are connected or just coincidence...

 

 

Any advice or suggestions would be greatly appreciated!

Check fuse 3 in the cabin fusebox as a first step towards getting the diagnostic port working.

All mk1 Fabias with power steering have the electrohydraulic system.

Does your battery light come on when you switch on the ignition?

 

The fact that it doesn't work in a speed-dependent way may suggest a problem with the CAN wiring to the PAS module, so it isn't receiving info about vehicle speed.

The four-way connector on the pump has an ignition 12V feed and the 2 CAN wires.

Is it the OBD port that doesn't work, or the reader?

 

Note that a generic OBD reader will not communicate with the PAS control unit anyway.

Could possibly be the reader, but as I'm not getting any power to the scanner I feel like it's an issue with the port, or as @Wino sai, the fuse
