If that is a true level for the oil, I'd suggest a trip to your local garage and ask them if they can suck about 1/2 a litre of oil out through the dipstick.

That's the serpentine belt, also known as the auxiliary drive belt. It shouldn't actually have oil on it, but as long as it's not slipping there won't be an issue.

 

It is not the timing belt, which requires some dismantling (removal of covers) to inspect.

In my experience the oil level is normally higher when the engine is warm, not lower.
