I think its mildew. In which case, probably wont clean up

It sounds and looks like it needs a hell of a lot of work including a new interior.

There is also the chance of it needing a new engine/gearbox.

I wouldn't risk spending much more than the grand it's at now.

Not wrong. I asked a Q about the seats and he verified it is mould but should clean up. That might be asking a lot. Anyway, its clear the scrappy has got rid of thie shell and this is simply the purchaser trying to move it on now. :)
