Loss of power
Sounds like the common issue of sticking variable veins on the turbo, making the car go into limp mode. It can usually be sorted with some Mr muscle oven cleaner. There is a guide on here how to sort it.

Sunshades
I'd definitely recommend car shades. Yes they are a bit pricey, but they are better than tints IMO as they allow you to open the windows and they are still in place. They also have a value second hand when you sell your car.

There are a couple of similar devices to the polar fis, there is a FIS-control unit, but again it's quite pricey. You might be able to get one second hand. There is the other option of retrofitting a maxidot cluster from a facelift car.

On a 2008 it's not possible on the standard screen. You can buy a PolarFIS that gives additional driving data on the screen including speed, but they're not cheap

Very LOUD Reverse Sensors!
If it was just on top of the trim, no wonder it was so loud. Even the aftermarket kits are designed for the speaker to go behind a piece of trim.

If there is nothing on the bolero display then it looks like an aftermarket kit has been fitted. Some foam over the speaker sounds like the easiest of solutions. It might be easiest to drop the headlining slightly from the boot opening of the car and find it tucked up there.

When they're active, does it show up on the screen of the bolero? If they do, the PDC volume should be a setting in the maxidot trip computer.

If looking at the 1.6 petrol MK2 Fabia, just be aware of how much they are in road tax due to the high co2 output.

As this is in the MK2 Octavia sub forum and the OP is talking about PDs, the youngest PD will be 15 years at this point as they stopped them in 2010. Even the youngest MK2 Octavia will be 12 years now as they stopped making them in 2013.

If he's traveling for work, will he be driving anywhere with a ulez? There are a few around now and it's one thing to keep in mind these days whether a diesel is worth it.

Pd swapping a petrol
If you're in Ireland, surely it would be far easier to just buy one in the UK and drive it over on the ferry? The amount of work you'd have to do to swap everything over would be not really worth it.

Electrical interference on DAB radio
It's pretty common for dashcams, cigarette power adapters, and even hardwire kits to cause DAB interference. Try fitting a ferrite clip on the cable to reduce interference.

CD player options
Something like this would probably work. https://amzn.eu/d/0SSn9Cy CD player with FM transmitter. Set to an unused FM frequency and you can then pick it up via the car radio. No need to try to pair Bluetooth or anything.

I think the easiest option would be to find a portable cd player that can pair to the cars bluetooth, unless the MK4 has an aux in, which I doubt they will do these days.

Darker privacy glass?
You can have any tint you like on the back windows. Think of vans etc, the only rules are around the front side windows and windscreen. Another option are car shades. They clip in and offer a great alternative to applying extra tint film etc.

If you're going to that effort these days, you'd probably be better off fitting one of the colour aftermarket displays that are available.
